The REACH Regulation places responsibility on industry to manage the risks from chemicals and to provide safety information on the substances. Manufacturers and importers are required to gather information on the properties of their chemical substances, which will allow their safe handling, and to register the information in a central database in the European Chemicals Agency (ECHA) in Helsinki.
The registration obligations apply to the individual substances themselves, independently of whether they are on their own, in a mixture or in an article. In other words, only substances must be registered under REACH, mixtures or articles do not.
The only actors with registration obligations are:
After the final REACH deadline of May 31, 2018 all substances alone or in mixtures manufactured in or placed on the EU market can only fall into one of two categories;
The registration provisions require manufacturers and importers to collect or generate data on the substances they manufacture or import, to use these data to assess the risks related to these substances and to develop and recommend appropriate risk management measures to control these risks. To ensure that they actually meet these obligations, as well as for transparency reasons, manufacturers and importers are required to prepare a registration dossier in IUCLID format and submit it to ECHA via REACH-IT portal (see sections 4.2.2 Format and submission of the registration dossier and 5 Preparation of the registration dossier).
When a substance is intended to be or is being manufactured or imported by more than one manufacturer or importer, certain data must be shared (please consult the Guidance on datasharing at http://echa.europa.eu/guidance-documents/guidance-on-reach and submitted jointly (see section Joint submission of data ) with the purpose of increasing the efficiency of the registration system, saving costs and reducing testing on vertebrate animals.
